Summary: With levels of unemployment galloping into unmanageable proportions, state intervention through government programmes for employment generation is quite obvious, though the serious limitation is that it cannot create employment but can only create conditions favourable to augment employment opportunities through increased economic activity, growth and development. It is in pursuance of this policy of state intervention for employment generation that Andhra Pradesh has been implementing Special Employment Schemes (SESs) from last 13 years. This book presents the fourth consultancy report of the Institute of Public Enterprise (IPE), exclusively dealing with training activity under the SESs. For the first time, a systematic effort was made to track down hundreds of ex-trainees in the remote villages to ascertain their current status of employment and also their perceptions of the training activity vis-?-vis employment generation. The study has been presented in two parts: the first part incorporates a general description on the training activity containing recommendations for future action and the second part contains the status reports in respect of each of the sample districts of Cuddapah, Khammam and East Godavari. The recommendations of this report have been offered with an eye on administrative feasibilities and against the urgent need for streamlining the procedures and practices involved in training. The suggestions offered are based on the actual field conditions studied, documented and interpreted, in respect of the above three districts. This report makes an attempt to present the facts as candidly as possible with a view to contribute to the continuing efforts for qualitative improvement of the programme.
